This reminds me (I'm about 1/2 way through) of the way executive compensation got ratcheted upwards (for 40 years), because executive search committees had a model for executive compensation based on ... the compensation to other executives. I.e. no study of the labor market for executives or something that ... wouldn't naturally trend upwards.
